Most places will have you take a small craft temporary license exam, prior to driving. However if you happen to have a NASBLA approved boating license then that will suffice.
The youngest age that most places will let you drive alone on a jet ski is 16.
Most will say 3 years and older, because anyone on a jet ski should be able to swim a little bit (at least be able to swim with a lifejacket on)
